The Convention Muslim League (CML), also called Pakistan Muslim League - Convention, was a group that broke away from the Pakistan Muslim League in 1962. It supported the military leadership of General Ayub Khan, who was the President of Pakistan at that time.

There was another group called the Council Muslim League, which was the opposition party. In the 1965 presidential election in Pakistan, the CML used a rose as their symbol. The group was formed during a meeting in Karachi in September 1962, led by Nawab Muhammad Amin, who backed the new constitution created that year. Ch Khaliquzamman was chosen to organize the party.

The main goal of the CML was to support Ayub Khan's government. Even though the party was in power for seven years, it did not gain much popular support because it was mostly made up of wealthy and powerful people. After Ayub Khan left office on December 31, 1969, he passed control of the party to Fazal ul Qadir Chaudhary, who tried but failed to bring the party back to strength.

Formation

Ayub Khan, in whose favor the CML was formed

The Convention Muslim League started in 1962 to support General Muhammad Ayub Khan. Ayub Khan became the leader of Pakistan in 1959 and wanted to control the Pakistan Muslim League. He gathered leaders from different parties to create his new group and share his rules for the country. Some leaders from the old party joined Ayub Khan, while others did not. Ayub used this new party to show that he supported democratic ideas, even though he was in charge under martial law.

Ideology

Many people thought General Ayub Khan was liberal because he wore Western-style clothes and had policies that were not strictly based on Islamic law. The Convention Muslim League was formed by conservative Muslims who left the larger Pakistan Muslim League. The party focused on supporting industrial growth and economic development during Ayub Khan’s time in office. By backing Ayub Khan, they supported his leadership because they liked his plans for improving the country’s economy and industries.

Manifesto

The Convention Muslim League had ideas for how Pakistan should be run. They wanted Pakistan to be a country guided by Islamic teachings. They thought only a few important areas like defense and foreign policy should be controlled by the central government.

The league wanted to create a new province in northern East Pakistan and set up a naval headquarters there. They planned to limit how much land people could own and have the government control many banks and insurance companies. Farmers would get loans, education would be free, and provinces would get jobs based on their population. They also proposed two new ministries for Islamic affairs and youth welfare.

Presidents

The Convention Muslim League had three presidents. They were:

  1. Chaudhry Khaliquzzaman (1962–1963)
  2. Ayub Khan (1963–1969)
  3. Fazlul Qadir Chaudhry (1969–1971)
