Charlene Ward Johnson was born in Temple, Texas. She finished her studies at the University of Houston in 1991, earning a bachelor of science degree in technology. She was also a member of Alpha Kappa Alpha. Later, in 2021, she got a Masters degree from the University of Arizona Global Campus in organizational management, focusing on public administration.

Charlene Ward Johnson is a mother of two.
