Foreign relations of France

France has played an important role in world affairs for many years. In the 1800s, it built a large group of lands called a colonial empire, almost as big as Britain’s. But in 1870-71, it lost a big war called the Franco-Prussian War to Germany.

Later, France worked with Great Britain and Russia and helped win the First World War. Even though it faced hard times early in the Second World War, groups like the Free France and the Resistance kept fighting, and France was seen as one of the winners.

After the wars, France helped create important groups like the United Nations, NATO, and what would become the European Union. It has always tried to be a strong voice in Europe and the world. France is also part of groups like the Union for the Mediterranean and the La Francophonie, helping with issues in nearby areas and around the globe.

In 2023, France joined an agreement to help catch and punish very serious crimes like genocide and war crimes around the world. This shows how France continues to work with other countries to keep peace and fairness.

François Mitterrand, a leader from the Socialist Party, worked to bring countries in Europe closer together. He kept strong ties with nations that used to be part of France's colonies. He worked closely with Helmut Kohl, the leader of Germany, to support teamwork between their countries.

Jacques Chirac

Jacques Chirac continued many of the same ideas in foreign policy. He stood out by opposing a war in Iraq in 2003. He worked with leaders from Russia, China, and Germany. He did not agree with leaders from the United States and Britain about using force against Iraq.

Nicolas Sarkozy helped free people held by a rebel group in Colombia. He also helped resolve a situation involving nurses from Bulgaria who were detained in Libya. He worked to improve France’s relationship with NATO, and in 2009, France became a full member again.

François Hollande

Socialist François Hollande became president in 2012. He worked closely with Germany on many issues. He sent military forces to help in Africa where there were conflicts. France also joined the United States in actions against a group called the Islamic State.

In May 2022, French diplomats went on a strike for the first time in 20 years. This happened when President Emmanuel Macron was leading France during its time as the president of the European Union.

Reputation

Sophie Meunier explained why France’s role in world affairs has changed. After losing many of its colonies, France’s influence grew smaller. Other countries built up their military strength. By the 1990s, France was seen as one of many important countries, not the leading one. However, France still played a key role in global agreements about protecting the environment, like the Paris Agreement in 2015.

International organization participation

France belongs to many groups where countries help each other. These groups include the European Union, the United Nations, and the World Health Organization. There are many other groups listed below.

International border disputes

Some countries disagree about land or islands they think should belong to them. For example, Madagascar claims small islands like Bassas da India, Europa Island, Glorioso Islands, and Juan de Nova Island. Comoros claims the island of Mayotte, and Mauritius claims Tromelin Island. There is also a dispute about the boundary between Suriname and French Guiana. France has a claim in Antarctica called Adélie Land, which is managed under the Antarctic Treaty System. France and Vanuatu both claim Matthew Island and Hunter Island east of New Caledonia.

Middle East

France began making friends with countries in the Middle East during the time of King Louis XIV. France helped the Ottoman Empire to keep other countries from interfering. In the 1800s, France and Great Britain worked together to help the Ottoman Empire stay strong against Russia. This led to the Crimean War.

France also worked closely with Egypt. In 1869, Egyptian workers finished the Suez Canal with French help. Later, Britain took control of Egypt before France could act.

After World War II, France tried to keep good ties with countries in the Middle East, even after they became independent. But relations were difficult with Syria. In 2005, France and the United States asked Syria to leave Lebanon.

When Charles de Gaulle became leader, he wanted France to be more independent and to build stronger ties with countries in Africa and the Middle East. After the Algerian conflict ended in 1962, France improved its relationships with Egypt. De Gaulle also changed France’s support for Israel after the Six-Day War in 1967, speaking more in support of Arab states in international meetings.

France gave aid to many countries and sold weapons, which helped improve its friendships in the region. Trade between France and the Middle East grew a lot after de Gaulle’s changes.

In recent years, France has focused on building strong ties with Saudi Arabia, the United Arab Emirates, and Qatar. President Emmanuel Macron has worked to strengthen these relationships. France has also worked with Qatar on security for the 2024 Summer Olympics in Paris.

France has diplomatic ties with many countries around the world. This means France has official relationships and communication with these nations to work together on important issues.

Bilateral relations

Africa

France has an important relationship with many countries in Africa, especially places it once ruled. It helps these nations through aid, trade, and defense agreements. Some people feel that France still has too much control over these countries, calling it Françafrique. This has led to discussions about how France supports leaders in some African nations.

Americas

Asia

France works closely with many countries in Asia, such as China, India, Japan, and South Korea. It helped start meetings between Asia and Europe called the Asia–Europe Meeting (ASEM). France is also trying to grow its business in China, especially in airplanes, technology, and luxury goods. In Southeast Asia, France helped create the Paris Peace Accords.

France does not have official ties with North Korea. North Korea has a small office near Paris, but it is not a full embassy. France recognizes China, so it does not have official relations with Taiwan, though Taiwan has an office in Paris for some services.

Europe

France has a strong position in Western Europe due to its size, economy, and membership in European groups. It works hard to increase the EU's influence around the world and in defense matters. France works closely with Germany and Spain on these goals.

France supports building a stronger security system within the European Union.
